LIEUTENANT COLONEL RICHARD PROCTOR (USAF RETIRED)
Lt Col Proctor is the Senior Aerospace Instructor and teaches the 3rd and 4th-year cadets. He started teaching Air Force JROTC at Dr. Phillips High School in 2013. His focus is on teaching leadership and the responsibilities that go along with it. He is the sponsor for the Kitty Hawk Air Society, which is the National Honor Society of Air Force JROTC and focuses on community service events. He is also the sponsor for the Creative Design Club, which is geared to improve the appearance of the JROTC classrooms and surrounding areas.
Lt Col Proctor brings a wealth of worldwide experience and instructor capability. He is a retired Air Force officer with just under 22 years of active duty service and is a Master Navigator with about 3000 flying hours. He completed his graduate work at Webster University (2000), his undergraduate work at Michigan State University (1989), and graduated from Chelsea High School (1985), which is near Ann Arbor, Michigan.
Lt Col Proctor was originally trained as an Air Force Navigator. From 1992-1998, he flew in numerous operations and deployments as a C-130 Navigator and Instructor Navigator including Operation Southern Watch and Joint Task Force-Full Accounting, the operation tasked to search and recover remains in Southeast Asia from the Vietnam conflict. He also taught in-flight combat operations for aircrew members and flight planning/force protection for ground support personnel.
After his operational flying, Lt Col Proctor’s career took a turn into the training world. He was an Instructor Navigator for initial navigator training students and followed that with an assignment to train and mentor trainees at Officer Training School. He directly commissioned 34 2nd Lieutenants and was responsible for the commissioning of another 350 2nd Lieutenants as a Student Squadron Commander.
From there, Lt Col Proctor entered the command and control world with assignments relating to the Air Force’s Air Operations Centers (AOC). He worked in mission planning cells, as well as overseeing missions in execution. He also deployed to Al Udeid Air Base, Qatar. While there, he had the responsibility to ensure all air mobility operations (think cargo and passenger movement) were successful for Operations Enduring Freedom and Iraqi Freedom. He finished his career as a teacher again--an AOC instructor. He provided air mobility, education and training for those deploying to an AOC.

Master Sergeant Richard Lucero (USAF Retired)
Master Sergeant Lucero served on active duty in the United States Air Force for 24 years. He is a Combat Engineer, HVAC/R Specialist and has been a Security Specialist. He was an Environmental, Safety and Occupational Health Manager; Technical Writer/Trainer and superintendent of Facilities Maintenance in the U.S., Europe, and Southwest and Southeast Asia. In addition to being a manager, he served in many staff positions and as an instructor for various areas in the U.S., Korea, Italy, Guam, and in Germany. Numerous deployments led to close Joint Service assignments with NATO, UN Support, Presidential Protection, US Army Corps of Engineers, Multi-Service Support with National Guard and Reserve Units. He began working for Orange County Public Schools as an Aerospace Science Instructor at Dr. Phillips High School in 2006, transferring from the Gateway School (OCPS) where he taught middle school science. He is a 1978 graduate of Ganesha High School in Pomona, California. He graduated from the University of Central Florida in 2004 with a BS in Technology Education and Industrial Training. Sergeant Lucero teaches the cadets about the leadership. He is the Marksmanship Coach and Sponsor also assists the Drill Team and Color Guard sponsor.
